Good idea having advanced students invent exercises rather than solving already designed ones! But the problem remains: “learning” and “getting the job done” are two different endeavours, and I do not believe there is a way to have non–motivated students to choose “learning”.
“If you do not learn you will live in poverty” is not really the way the world works.
